3rd Day without Notifications...

Still broken.  The notifier continues to stay deactivated despite checking the NOTIFY ME box again every log in.

I'm getting all my notifications as normal. Maybe its just your account effected.

same thing has been happening to me... not receiving notifications...what is an "IP cycle"?

If your public (WAN) IP is automatically assigned by your ISP and is not static, then likely the quickest and most reliable way to get a fresh address (googling IP shows your current) is by surfing into your modem's GUI (192.XXX.XX.X) via ethernet not WiFi, changing the MAC address of your client (MAC clone) then simply unplugging your modem for about 10 mins after saving the changes.  Good luck - BTW I'd only try that after opening a new email acct didn't work.
